SSC student found dead

GUNTUR: A 15-year-old student, Chennu Gopi, studying 10th class at the Zilla Parishad High School at Gullapalli near Cherukupalli allegedly committed suicide on Thursday. His body was found hanging from a tree near his house.
Cherukupalli SI A. Amarachari said that the police recorded the statements of his classmates and his parents. The SI said that while the boy’s parents blamed the teachers for allegedly disallowing him from writing the practice examinations, the students told the police that the boy was sent out after he did not pay heed to the teacher’s directive asking the boy to bring his parents for abstaining for the exam held on Wednesday.

Minor girl ‘raped’

HYDERABAD: Three unidentified youths allegedly raped a 12-year-old girl at Green City real estate venture in Shamshabad during daytime on Tuesday.
A rag picker from local Madanapalli village, the girl stepped out of the house in the morning and was walking towards Shapur when the trio dragged her into an abandoned room at Green City and violated her, the Shamshabad Inspector, S. Ravichandra, told reporters. The girl was sent for medical examination. Efforts are on to prepare portraits of the suspects based on the particulars given by the girl.

21 lakh construction workers under accident insurance

HYDERABAD: As many as 21-lakh construction workers across the State will be covered under various schemes for their benefit, including accidental insurance.
Replying to E. Pratap Reddy (Congress) and others during the question hour in the Assembly on Tuesday, Labour Minister R. Venkata Reddy said labourers engaged in ‘building and other construction activities’ were registered with the Andhra Pradesh Building and Other Construction Workers Welfare Board that provides several benefits.
Under the benefit, every worker was provided accidental insurance scheme with a coverage up to Rs 2-lakh. This apart, they were covered under the Rajiv Arogyasri scheme, maternity assistance to women workers up to Rs. 5,000 limited to two confinement, training in safety and health. Under the Rajiv Udyogasri scheme, registered workers were given skill development and skill up gradation trainings.
The Minister informed the House that the Welfare Board was collecting one per cent cess from the establishments for the welfare of workers. As on date, a sum of Rs. 321 crore was collected by the board.
Illegal layouts The Municipal Administration Minister Anam Ramnarayan Reddy said that 86,239 illegal layouts were regularised in various towns in the State. Replying to a question by A. Revanth Reddy (TDP) and others, the Minsters said a sum of Rs. 410 crore was collected to regularise the illegal layouts. The Government had issued orders last month extending the time limits for submission of LRS applications up to March 31. The regularisation of layouts would be complete in next six months.
Horticulture Agriculture Minister N. Raghuveera Reddy said plans are afoot to cover an area of 3.70 lakh acres with an outlay of Rs. 594 crore under horticulture. Answering a query by P. Shanker Rao (Congress, he said Centre was contributing 50 p.c. share for the programme.

Divorcee profiles up on website

HYDERABAD: Divorcee profiles under the age group of 25 have registered an upward trend and in fact the profiles have doubled in the last five years, claims Jeevansathi.com website.
A study conducted by the website reveals that divorcee profiles have doubled in the recent years as compared to four per cent registered in 2006.
The study also revealed that divorcees take least time to find their partners online as compared to single men and women. Intermediate student ends life for Telangana

HYDERABAD: Reportedly depressed over the self-immolation of Siripuram Yadagiri over Telangana issue, a final year intermediate student hanged herself at her house at Aziznagar in Moinabad in Ranga Reddy district on Monday, police said.
K. Saritha, a student of Sindhu Junior College, had been watching the live telecast of the funeral procession of Yadagiri on Sunday and after her parents left for work, she hanged herself on Monday morning.
A suicide note purportedly written by her was found in her room.
Flays Rosaiah, Naidu She reportedly accused Chief Minister K. Rosaiah and Telugu Desam president N. Chandrababu Naidu of creating hurdles for carving out a separate Telangana State.
“Please don’t create problems for us as several people are committing suicide for the cause of Telangana. We want a separate Telangana State,” she wrote in the suicide note, according to the police.

Seeds of drug racket sown in Cherlapally prison

HYDERABAD: Seeds for the drug racket busted by Madhapur police on Monday were sown when the two accused - film producer K. Venkateswara Rao and his accomplice Shobharaj - met for the first time in Cherlapally prison after being arrested in different cases.
While Rao was arrested in a bank-related fraud by CBI officials, Shobharaj was held in another criminal case. The film producer was in debts after a Telugu film he made fell flat at the box office and his subsequent real estate ventures too failed. “On learning about his financial crisis, Shobharaj consoled him assuring to suggest an easy way to make a fast buck,” police sources said.
Arranging deals After coming out on bail, Shobharaj introduced a person hailing from Gunrock Enclave area in Secunderabad to the film producer. The person, whom police believe to be holding the key to several crucial details of the drug racket, used to arrange deals for supplying Ephedrine from Bangalore.
The arrested duo’s confession suggested that the base for the drug racket was in Bangalore. “Apparently Ephedrine being manufactured in some laboratories or units in Karnataka is being smuggled out to other parts of the country,” a police officer involved in the investigation said. So far, two consignments of 100 kg of Ephedrine were smuggled to Hyderabad from Bangalore. Of this, the arrested duo managed to sell 75 kg of Ephedrine and pocketed nearly Rs. 15 lakh after giving away shares to others involved in the racket. While the chemical was supplied from Bangalore, mediators from Hyderabad bought it and then sold it to buyers from Mumbai.
It was Shobharaj who contacted drug peddlers in Mumbai. Shobharaj first met them in a lodge in Mumbai and continued to keep in touch with them. The person who used to come from Mumbai to collect the chemical too was only a link but neither the film producer nor his accomplice knew to whom he was subsequently selling the chemical.
“The drug peddler would come to Hyderabad by train in second class. After making sure that the consignment was ready, he would contact his handlers who would send them flight ticket and he would fly back to Mumbai,” sources explained.

‘World class’ tag a distant dream

HYDERABAD: It is close to one year and the promise to develop Secunderabad railway station into a world class railway station by Railway Minister Mamata Banerjee in the railway budget last year is yet to be fulfilled.
As part of the plan, the South Central Railway (SCR) was to hire a consultant to sketch a master plan of the project. SCR issued global tenders on September 26 last, inviting consultants to sketch the master plan and the tenders were to be opened on October 30.
However, the Railway Board extended the deadline for opening the tenders to December 24, citing safety measures. In view of its experiences in finalising the Delhi railway station face-lifting works, the Railway Board wanted to add some safety clauses besides new terms and conditions, SCR spokesperson said explaining reasons behind extending the deadline.
Time extended SCR had not received any application till the deadline and the Railway Board further extended the time limit to open tenders for selecting the consultant. The fresh deadline is yet to be announced.
Despite being one of the biggest revenue earners for the Railways, SCR was not given enough credit or sufficient funds to take up new projects. The promise to develop Secunderabad railway station into world class station was even made by former Railway Minister Lalu Prasad Yadav in 2008 and yet nothing has been done, says Suburban Train and Bus Travellers Association president A.V. Swamy.
“We hope Ms Banerjee allocates sufficient funds in the budget this year for the project to take off,” Mr. Swamy said.
On the other hand, SCR authorities argue that development of Secunderabad station was a major project involving crores of rupees. The Board is holding up the project since it has to finalise many aspects, including legal and financial etc and it takes much time.
In fact, the SCR General Manager M.V. Jayanth had even written to the Railway Board last month to speed up the works, informs SCR spokesperson.

VIZIANAGARAM: Chief Minister K. Rosaiah made light of the allegation by Congress leader T. Jeevan Reddy of “match fixing” between him and TDP president N. Chandrababu Naidu. When asked about his reaction to the charge, Mr. Rosaiah said: “The age gap between me and Mr. Naidu is wide. My age restricts me from playing. I can’t play matches and hence there is no question of “match fixing.”

Woman found dead in resort

MACHILIPATNAM: A woman, who is believed to be 20 years old, was found dead in a resort at Manginapudi beach near here on Monday, and the police suspect the involvement of a man who checked into the room along with her, in the crime.
The Machilipatnam rural police said that the man, who could be about 25 years old, came along with the woman to Swarnandhra Resorts at the beach around 9.30 a.m. and sought a room for a changeover of dresses.
The man allegedly told the watchman, Govindaraju, that they came from Eluru for a visit to the beach.
The watchman reportedly provided the room for a payment. After a couple of hours, the man allegedly left the resorts by locking the room and after informing the watchman that he was going out to get something to eat.
When the man did not return the watchman grew suspicious and reportedly found the woman lying on the cot with her ‘chunni’ tied around her neck and the cot.
Case registered The police said that the woman was strangulated with hands, as evident from the nail marks on the neck, and the ‘chunni’ was used only to ensure that she was dead. They found the words “Mamatha 143 B. Raju” and “Vamsi My 2 Anjali” written with ‘mehendi’ on her left palm. A case was registered under Section 302 of the IPC.

Can't transfer visa details from an old passport to new one

During my last trip to the U.S., my passport was damaged. The passport has a US B1 visa valid till 2016. My new passport refers to my old passport number and the contents of the visa sheets are legible in the old passport. Can I retain both the passports and travel using the earlier visa or can I transfer the visa from the old passport to the new one and if so what is the procedure or do I need to reapply for a new visa by forgoing the older visa and, if so, how do I formally cancel the same?

You may travel carrying your old and new passports if the visa in your old passport is valid and not damaged. If the old passport is in poor condition, or if the visa in your old passport is damaged, we recommend you apply for a new visa. You cannot transfer your old visa to the new passport. Police killed villagers, say Gompad witnesses

A charred wooden stake and three graves are all that remain of the Madavi family in this remote village in Chhattisgarh’s Dantewada district.

“Madavi Kanni was lying face down in front of the burnt house,” said an eyewitness. “She had been slashed with a sword and shot in the chest.” The bodies of her father, Madavi Bajar, her mother Madavi Subbhi and her 12-year-old sister Madavi Mutti, were found under a tree, 50 metres away.

Testimonies collected by The Hindu from Gompad allege that a composite force of Adivasi special police officers and security force regulars appeared on the outskirts of the village in the early hours of October 1, 2009. “We ran away when we saw the force,” said the witness, speaking on condition of anonymity. “We found the bodies when we returned.”

“The police killed my brother, Soyam Subaiah, and fatally stabbed his wife, Soyam Jogi,” said Soyam Bhadra, pointing to the courtyard where the bodies were found, “They also killed Madavi Venka and burnt two houses.”

The Hindu interviewed Madavi Laccha, son of Madavi Venka, in January this year. Lachcha claims he saw uniformed men shoot his father in their cowshed, as he ran into the forests.

In all, nine Adivasi villagers, including two visitors from Bandarpet, were killed at Gompad that morning. The villagers’ testimonies corroborate statements filed by 12 villagers and Himanshu Kumar in a writ petition filed in the Supreme Court. The petition accuses the security forces of killing two villagers from the neighbouring villages of Velpocha and Nalkathong, along with the nine at Gompad, on October 1, 2009, and holds them responsible for the deaths of six villagers at Gachanpalli on September 17, 2009.

In an interview on February 3, Director-General of Police of Chhattisgarh Viswaranjan denied all accusations and emphasised the willingness of the Chhattisgarh police to investigate the case.

Police sources in Raipur told The Hindu that security forces had entered the forests surrounding Gompad on September 30 2009 , a day preceding the massacre. The source could not confirm when the forces returned to their barracks. The source’s information is lent credence by an IANS report that quotes Dantewada SP Amresh Mishra as saying two Maoists were killed on October 1, 2009, Nalkathong, — an area not far from Gompad.

Scattered details of the Gompad massacre have circulated across the thickly forested region of the Konta block in Dantewada district. Details of the post mortem, conducted by the police on January 23, have flashed from village to village — particularly the extraction of bone samples from the corpses. “Why are the police removing the bones?” asked a villager from Maitha. The samples were extracted to establish the identities of the victims.

Adivasis from the villages of Gompad, Velpocha, Nalkathong and Maitha admit that the area is a stomping ground for naxals and the security forces alike. Unverifiable information from local journalists claims that naxals were present in the vicinity of Gompad the night before the massacre, but left before the forces arrived.

A naxal flyer signed by the South Bastar Regional Committee, picked up by this correspondent in Bijapur district in February, refers to the Gompad killings and demands that the CRPF and the Koya Commandos be brought before a people’s court.

As reported in The Hindu, the police have assumed total control of the movements of at least three of the 12 petitioners of writ filed in the Supreme Court: Sodi Sambho, who was shot in the leg at Gompad, was picked up by the police on January 3 this year. The other petitioners, Soyam Dulla and Soyam Rama, were picked up from a public hearing organised by an NGO in Dantewada on January 6 and have not been seen at the village since.

Madavi Kanni’s husband, Kattam Dulle, and her infant son, Kattam Suresh, were also present at the hearing, as was Sodi Sambho’s husband — Sodi Bhadra. They have not returned to Gompad as of date. “My father, Soyam Dulla, is a petitioner in that case,” confirmed Soyam Bhadra. “We have not seen him since he was picked up the police on January 6 in Dantewada.”

On February 15, the Chhattisgarh police produced the three petitioners in court in New Delhi. Solicitor-General Gopal Subramanium de facto admitted that the petitioners had been under police control, when he stated that the petitioners faced threats as they were perceived as police informers, and the police had made efforts to protect them.

Villagers in Gompad disputed police claims that Soyam Rama, Soyam Dulla and Sodi Sambo were perceived as police informants. “No one has issued any threat,” said a villager, speaking on the condition of anonymity.

Surgical glove wrappers litter the graveyard on the outskirts of Gompad, evidence of the post mortem conducted last month. Scraps of discarded clothing hang on a tree overlooking the graves of the Madavi family. “When the doctors exhumed the bodies, they removed the clothes and left them on the tree,” a villager said. The clothes, which could contain evidence of bullet holes or DNA samples, have been exposed to the elements for over a month.

The Madavi family has proved inseparable even in death. Their graves lie side by side: Subbi and her husband Bajar were buried in the same grave, as were Kanni and her sister Mutti. In an adjacent grave lies Madavi Venka.

Students, police clash on Osmania campus

The situation in the State capital turned volatile after a pro-Telangana activist immolated himself in full public view near the Osmania University campus after police foiled the attempts of agitating students to march to the Andhra Pradesh Assembly on Saturday morning.

The self-immolation bid sparked confrontations between the students and the police at several places throughout the day. See-saw battles and stone-pelting continued till late in the evening on the University campus – the nerve centre of the pro-Telangana stir.

In critical condition

The grievously burnt youngster, identified as Siripuram Yadagiri (19) of Maheshwaram mandal in Rangareddy district, was rushed to the Apollo Hospital near DRDL. His condition was stated to be critical.

Incensed students engaged the police in pitched battles as they spilled out onto the Tarnaka-Habsiguda road by evening. They ignored tear gas shells and even stun grenades while hurling stones on police forces at Ground ‘A’ behind the RTC hospital near Tarnaka. Several policemen were injured in the stone-pelting.

Authorities had deployed 30,000 policemen for security arrangements in view of the students’ call to lay siege to the Assembly and virtually took control of central Hyderabad. The innumerable road blockades set up by the police and restrictions on the movement of people led to a curfew-like situation.

Surprise act

The students, who tried to take out a procession, jostled with policemen who formed several layers of human chain to prevent them from proceeding ahead. The situation appeared to be normal as the Assembly adjourned around 1 p.m. and agitators returned to the campus.

However, taking everyone by surprise, Yadagiri who was watching the police-student confrontation, doused himself with kerosene or petrol, set fire to himself and ran towards the policemen around 1.40 p.m.

Campus inflamed

As shocked policemen rushed towards him, Yadagiri, who was engulfed in flames, ran for about 50 metres. Policemen used their bamboo body vests to put out the flames.

The immolation bid inflamed the campus and thousands of students began fighting pitched battles with the police.

Elsewhere, students attempted to break through police cordons to reach the Assembly at PG Colleges in Secunderabad and Saifabad and at Nizam College hostel in Basheerbagh forcing police to use their canes repeatedly.

In the Assembly, Chief Minister K. Rosaiah presented a Rs. 1.13 lakh crore annual budget for 2010-11, a marginal increase over last year’s outlay.

The budget was tax-free since the government had raised additional revenue of nearly Rs. 6,000 crore through pre-budget imposts.

Referring to the turbulence in the State, the Chief Minister said Andhra Pradesh would have registered a higher growth rate but for the disturbances.

He said he had kept in mind the interests of all regions while formulating the budget proposals.
